463 7th Ave, New York, NY 10018, USA Req #25311Tuesday, April 22, 2025Make a bigger differencePOSITION OVERVIEW:Reporting to the Deputy Chief People Officer, the Director of Labor & Employee Relations focuses on the day-to-day employee and labor relations functions, policy development, union negotiations, contract administration, regulatory and compliance investigations, grievances, mediation, and litigation support. The person in this role must be able to multi-task in a fast-paced environment, possess a proactive and solutions-based mindset, have a deep understanding of federal, NY state, and city labor laws, and code of conduct. The ideal candidate must respond to and evaluate complex employee relations issues with sensitivity and analytical thinking, recommend corrective actions, and utilize data to identify trends and prepare reports.KEY ESSENTIAL FUNCTIONS:

  • Manage negotiations and agreements between the agency, the union, and the employees, including collective bargaining agreements.
  • Handle all union relations, including contract negotiations, grievances, mediations, litigations, and communications with DC 37.
  • Interpret and administer grievance procedures, assist management on labor matters, act as Hearing Officer in grievance hearings, and write formal decisions.
  • Oversee employee relations matters and guide on action plans and strategies.
  • Develop and improve disciplinary processes, investigations, suspensions, and arrest notices.
  • Create investigation frameworks, define categories, processes, workflows, and stakeholders.
  • Handle employee investigations, resolve disputes, and guide on employment matters such as leave administration and compliance.
  • Stay current with all relevant labor laws and ensure adherence to regulations and policies.
  • Research trends, craft new policies, and enhance employee and labor relations practices.
  • Develop and deliver training on policies and procedures for the HR team and staff.
  • Manage disciplinary matters for union and non-union staff, including litigations and risks.
  • Guide managers in developing corrective action plans and conduct HR investigations, outsourcing critical cases as needed.
  • Oversee HR compliance and audits.
  • Ensure timely updates of staff in regulatory databases.
  • Remain informed on DOL rules and contract requirements related to time-off and unemployment.
  • Coordinate with unemployment service vendors and participate in hearings.
  • Build relationships with management and staff internally and externally.
  • Support employees from diverse backgrounds, considering intersectionality.
  • Perform other duties as assigned by the Deputy Chief People Officer and/or Director of Human Resources.CORE COMPETENCIES:

    • Bilingual (English/Spanish) preferred but not required.EDUCATION/TRAINING:
      • Bachelor's or master's degree in Human Resources, Labor Relations, or related field.
      • 5-10 years of experience in a unionized environment.
      • Knowledge of federal and state labor laws.COMPUTER SKILLS:
        • Proficiency in Microsoft Office and familiarity with audio/video platforms like TEAMS and Zoom.
        • Experience with reporting and analysis.
        • Experience with HRIS systems, preferably Dayforce.VISUAL AND MANUAL DEXTERITY:
          • Ability to read documents and perform data entry.WORK ENVIRONMENT/PHYSICAL EFFORT:
            • Office accessible per ADA standards.
            • Primarily sitting (85%) and standing (15%).
