Eligible Position Summary: Under the supervision of the Laboratory
Director, the Quality Assurance (QA) Manager coordinates the
activities of the Laboratory's QA department. The QA department is
responsible for collecting data and information to enable the
monitoring of high volume or high impact processes prone to error.
The QA department summarizes and graphs data derived from a set of
tracking indicators chosen by the Quality Assurance Committee and
reviewed annually. The data is used primarily to identify
opportunities for improvement and is summarized in various reports
for ESCL Executive Management, Sonic Healthcare USA, and Medical
Insurance Provider(s). In this role, you will: Cultural Leadership
- Continuously evaluate and assess the effectiveness of the QA
system of ESCL and participate in improving the effectiveness of
the processes and systems. Together with Laboratory Director,
develop, implement and evaluate a quality management plan which
ensures the delivery of high quality services to patients and
clients. Policy Responsibilities – Oversee Document Control
Program. Prepare for and participate in accreditation inspections.
Create policy and, in some cases, procedures as needed for review
and approval by the Director to comply with CAP, local and federal
government standards and regulations. Design, develop, and
implement policies and/or procedures designed to meet the
compliance requirements of the company, federal healthcare programs
or other applicable fraud and abuse agencies. Audit & Monitoring –
Develop and implement the activities necessary to demonstrate an
effective compliance program, including but not limited to,
auditing and monitoring activities. Acts as ESCL's liaison with
HIPAA Compliance Officer. Report HIPAA issues to Compliance Officer
on a real-time basis. Conducts the annual HIPAA audit. Training &
Awareness – Available as resource for staff with customer services
issues in order to provide the highest quality service possible.
Present and advise on opportunities for improvement to the
Director, and others. Reporting –Participates in Quality Assurance
Committee, which is combined with Manager Meetings, that annually
reviews QA program, assesses efficiency of indicators during past
year, and develops new indicators or retire old indicators. Prepare
for and participate in accreditation inspections. Ability to remain
current and interpret rules, regulation and policy affecting
laboratories and/or locate source material such as CAP, CLIA,
HIPAA, OSHA, Centers for Medicare and Medicaid Services and
affiliated Medicare Administrative Contractors (MACs), and state
regulators, etc. Excellent communication skills at all levels of
the organization both orally and in writing to convey information
to promote compliance in the organization. Detail oriented with
ability to manage a demanding workload, exercise discretion,
multitask and prioritize work effectively. Demonstrate the ability
to maintain cultural competence. All you need is: Bachelor degree,
preferably in healthcare related field. Compliance professional
with experience in compliance, certification (or in the process of
certification) in Healthcare Compliance. Rhode Island Clinical
Laboratory Scientist license or equivalent documentation from
another state required (ASCP). 3-5 years healthcare regulatory or
compliance related experience, including management level. Strong
interpersonal skills required. Ability to effectively operate in a
matrix environment. Excellent working knowledge of accreditation
inspections , HIPAA, State Privacy Laws, Stark, and Proficiency
